What you will learn during the session
In this session, Athena Fragkouli will discuss the challenges related to the registration of Internet number resources, and the relevant Internet governance in the context of international legal regulations. The proposed agenda includes:
- Introduction to the Internet governance for Internet number resources.
- The role of institutions like RIPE NCC in shaping global internet policies.
- Legal challenges related to data protection and data access at international level.
- Open discussion (~30 minutes): An interactive Q&A session enabling participants to share opinions and ask questions.
This session will be a great opportunity to continue discussions raised at the recent UN Internet Governance Forum (IGF) Summit in Riyadh and preparation for the upcoming WSIS+20 discussions. We encourage active participation in this interactive exchange of ideas.
About the Speaker
Athina Fragkouli is the Chief Legal Officer at the RIPE Network Coordination Centre (RIPE NCC), where she is responsible for all legal matters related to the organization’s activities. Athina defines the legal framework of RIPE NCC and provides legal support for all its operations. She works with various internet stakeholders, including network operators, governments, and law enforcement agencies. Athina also represents RIPE NCC at numerous technical meetings and EU-organized events. Athina holds a Master of Legal Informatics (LL.M. Rechtsinformatik) from the University of Hanover, where she specialized in IT law, intellectual property law, communications law, and data protection law. She is a member of the Athens Bar Association.
About RIPE NCC
RIPE NCC (Réseaux IP Européens Network Coordination Centre) is a non-profit organization that manages internet address space and supports the development of network infrastructure in Europe, the Middle East, and Central Asia. RIPE NCC coordinates internet resources such as IP addresses and Autonomous Systems (AS) numbers, and promotes security and stability of the internet on these regions.

This session is dedicated to students of the University of Łódź enrolled in the Cyberspace and International Law course at the Faculty of Law during the current academic year. Those outside the group who wish to join should send an empty email with the subject "LCH MC 03" to lch@wpia.uni.lodz.pl by 26 March 2025. You will receive a link to the session. Registration is mandatory for security purposes.
