[ESDC] ORGANIZUJEMY: Belgia, Bruksela: Cyberbezpieczeństwo i prawo międzynarodowe - kurs ekspercki 2024

The residential course "Cybersecurity and International Law" took place in Brussels from February 12th to 14th, 2024. Participants from EU Member States and third countries gathered for the fully residential ESDC course "Cybersecurity and International Law", held from February 12th to 14th, 2024, in Brussels. More than 20 participants, including civilian, military, diplomatic, and law enforcement professionals working in various fields and focusing on law and cybersecurity, had the opportunity to exchange views and share best practices on cyber-related topics, while enhancing their knowledge, skills, and competencies.

This course, which is linked to the strategic objectives of Pillar 3 of the EU's Cybersecurity Strategy for the Digital Decade, reflects the priority on cybersecurity in the EU's Strategic Compass and aligns with the ENISA ECSF "Cyber Legal, Policy and Compliance Officer" profile. The course became part of the standard list of ESDC's teaching programs after approval by the 27 EU Member States in 2023.

The course was opened by Dr. Joanna Kulesza, the course director from the Lodz Cyber Hub, and Mr. Giuseppe Zuffanti, Coordinator for Cyber Issues- National Expert at the European Security and Defence College (ESDC).

This course, focused on current geopolitical challenges and pragmatic solutions, provided participants with a practical approach to the application of international law in cyberspace. Key topics covered included responsible state behavior in cyberspace, due diligence, and the establishment of norms for an open, stable, and secure digital environment. Participants explored issues related to state responsibility for cyber operations, cybersecurity due diligence, peaceful resolution of cyber disputes, proportional countermeasures, cross-border data flows (including personal data and Big Data), GDPR compliance, and human rights implications of algorithmic design and Artificial Intelligence. Participants discussed the practical application of international law in cyberspace, addressing key geopolitical challenges and laying the groundwork for a common EU position on the application of international law in cyberspace.
