The ESIWA project, supported by the European Union and funded by the German Federal Foreign Office and the French Ministry for Europe and Foreign Affairs, aims to strengthen security dialogues and cooperation with key partners in Asia. This includes countries such as India, Indonesia, Japan, Republic of Korea, Singapore, and Vietnam. The project’s overarching goal is to align EU and partner country policies on security, increase international recognition of the EU as a security provider, and promote responsible state behavior in cyberspace.
The project focuses on four key areas: Counter-Terrorism and Prevention of Violent Extremism (CT/PVE), Cybersecurity, Maritime Security, and Crisis Management. ESIWA has been instrumental in fostering greater convergence between EU and Asian countries’ security policies and practices, particularly in the area of cybersecurity. It also seeks to advance international law and cybersecurity norms within the broader context of global security frameworks.
With a budget of 2.5 million EUR, ESIWA is implemented by Expertise France and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. It has benefited from additional contributions from the German Federal Foreign Office and the French Ministry for Europe and Foreign Affairs. Through multilateral engagements, the project supports the EU’s objective of enhancing cybersecurity cooperation and promoting international security standards in the Asia-Pacific region.
